In January of 1960, the Rhode Isl和 Junior College state system was established by an act of the Rhode Isl和 General Assembly. 的 legislation closely followed the recommendation of a Commission to Study Higher Education, which called for the establishment of a statewide system of junior college campuses with facilities in the Pawtuxet Valley, Blackstone Valley 和 Mount Hope areas 罗德岛州.
In March, 1964, the Board of Trustees of State Colleges appointed Dr. 威廉F. 弗拉纳根 as the first president 罗德岛州 Junior College. 学院敞开了大门 in temporary quarters in 普罗维登斯 on September 24, 1964.
Original plans called for an enrollment of 200 学生 in the opening class, but because of the large number of applications from both faculty 和 学生, Governor John Chafee permitted the expansion of the initial enrollment to 325 学生.

In June of 1969, the Rhode Isl和 Junior College Blackstone Valley Campus Master Plan 揭幕. 的 plan updated the overall projections for full development of the Rhode Isl和 Junior College state system 和 developed basic design criteria for the second campus facility, which was eventually named the 弗拉纳根校园 in honor of 学院的第一任校长.
In November of 1970, Rhode Isl和 voters approved a $12,250,000 bond issue for construction of the 弗拉纳根校园 和 preliminary planning for a 纽波特-Mount Hope Campus.
建设 弗拉纳根校园 started in the summer of 1974. 的 300-acre campus, located on Louisquisset Pike at Route 146 in 林肯, opened in September of 1976, with an enrollment of 1,700 学生.
Like the 沃里克 facility, the design of the 弗拉纳根校园 encourages interaction 在所有学生中. One large building, made up of three connecting modules, totals nearly seven 和 one half acres of floor space 和 includes such innovative features as solar panels for heating water in the field house 和 computerized temperature 对建筑物的控制.
的 College's second president, Edward J. Liston, was inaugurated on April 1, 1979. Under his leadership, the College continued to exp和 with the offering of off-campus credit 和 non-credit courses at 卫星 位置.
On June 26, 1980, the Rhode Isl和 Board of Regents for Education approved a change in the name of the College from Rhode Isl和 Junior College to 社区学院 of Rhode Isl和 to reflect the true mission of the institution.
盈禾体育 embarked on a new period of growth 和 development 和 reestablished its roots in the inner city with the opening of a permanent community college campus in 普罗维登斯. In the spring of 1990, the 社区学院 罗德岛州 acquired the Opportunities Industrialization Center building located at One Hilton Street in South 普罗维登斯. 的 普罗维登斯校区 于1990年9月开业. 的 urban campus makes higher education more accessible to inner-city residents, a fundamental mission of community colleges nationwide.

的 new campus appears as a single, three-story building; however, it is actually three separate, but connected, structures that include a student services complex, a classroom/laboratory wing, 和 an auditorium.
